139. WHAT IS THE PURPOSE OF "PARTY PROGRAM"? . .It seems that nobody knows the purpose of "PARTY PROGRAM". They consider it only as a weapon to impose discipline as a constitution and no other acts can be done with it. So when I said "it is impossible to implement" they will not understand what I am saying. They don't know it can be implemented in any way. When decided to promote capitalism; strikes will not be against bourgeois and will not come under the purview of class struggle concept. Our comrades feels in any way to shy to hand in hand with bourgeois political parties. Every acts of the party will represent the "PROGRAM". When we say to follow materialism; by not related with socialism; there is no necessity admitting in capitalism; because capitalism based on exploitation and cheating by the name of god.
- When General Secretary of a Communist Party itself saying that "Only Indian National Congress" can save India, nobody feels anything as awkward, including other PB Members and CC Members are considering that it is only representing that Party "PROGRAMME" insisting as "FREE DEVELOPMENT OF CAPITALISM" and they are considering that "FREE DEVELOPMENT OF CAPITALISM" is only MARXSISM, because they got "PARTY CLASSES" only in such a manner. They were unanimously admitted to give GREEN SIGNAL for privatising each and every PSUs with thorough knowledge that it will helpful for the continuation of BJP ruling for ever, because according to them, MARXSISM is only developed stage of capitalism, and nobody taught them that developed stage of capitalism is "IMPERIALISM". Each and every PB members are sure that when Bourgeois gets fully satisfied, they will do everything for peoples better than above SOCIALISM, so they are firm in continuing "PROMOTING CAPITALISM" for ever. According to them CPI(M) is only a petty bourgeois political Party and they are very happy when getting few seats from any bourgeois political parties like DMK, INC etc as in Tamilnadu, Bihar, Assam etc. as they have no commitments as envisaged in actual MARXSISM to Working Class and common peoples. Perhaps, the causes of such happenings, those classes were introduced by SA Dange, under the supervision of old USSR leader Crushchev. Whatever it may be the fate of 135 Crores of Indian citizens are in trouble only due to some foolishness of old "COMMUNIST LEADERS".

2. .The "PROGRAM" must be able to built up a party and also to set up a SOCIALIST SOCIETY. It had happened in old Soviet Union and in China. Marxism is only admitting socialism; but in India it was decided to promote capitalism. In Russia & China it was inevitable admitting PROGRAMME where party decided to change the country as a socialist country. But when in India it was decided to promote and safe guard capitalism; everything became in reverse gear. Capitalism wants utmost exploitation; which proved in the history in almost all parts of the world. We knew how English East India company worked in India; how America became the present USA. Marx says in his book "Das Capital" how the present capitalism existed; that total killing of old natives of America (Red Indians); Africa became a land of hunting Negros; and full bath in blood in almost all parts of the world. Even Com. EMS had a mere understandings of these; he would not admit "free development of capitalism". How can a Communist Party admit these all as Marxism? In natural case; a party member gets party class only after 10-15 years when he reached in a considerable position such as MLA etc; or top of any organization; and when party became the means of existence; he will forced to admit capitalism; otherwise he will lose his livelihood and also the Party Class will be against socialism; because to promote capitalism; it is essential. But when party is not his means of existence; he will quit the party; for which we will say "falling down"; actually he could not understand; what would be done by him to promote capitalism and he would not convince the necessity of it. And also anybody talking or criticizing program will not ADMIT in the party; so the change of program is impossible; and Indian politics and Indian citizens will be miserable in future; only they must suffer; whatever happens.

3. .Those who are enjoying with the fruits of CAPITALISM will never admit SOCIALISM; because they are fully happy at present. They are not in worry about those who are seeks road-side as night shelter; suffering illness for want of sufficient food & treatment; why working class are reluctant to co-operate with party; how BJP became the ruling force of India; and why Marxism not works in India; even though the history of one century. Whenever we are continuing to promote capitalism; the present program is essential and inevitable. But Party will only go backward; because in capitalism; a Communist Party is not necessary; and we are convincing from 1950s. In 1952 Election to Parliament; the Numbers of Communist MEMBERS was 32; BJP was only 2. The present Numbers in the Parliament will teach us about it. Anybody who is critisizing "PROGRAM" will be considered as enemies. Nobody those who created the skeleton of the PROGRAM is existing; it should be corrected by the present comrades. A PROGRAM should be capable to make a SOCIALIST COUNTRY AND ALSO CAPABLE TO BUILT A PARTY BASED ON MARXIST IDEAS. Otherwise; our strikes and all actions will end only as WILD CRIES. 23 PARTY CONGRESS WERE GIVE US NO FRUIT FULLNESS; please see that we are conducting PARTY CONGRESS as routine and PARTY GOING TO DOWNWARDS AND DOWNWARDS.
