578. SOCIALIST INDIA, THROUGH PEOPLES DEMOCRACY.
The party has never said that socialism can be established by "bourgeois parliamentary means".......
(There should not be such a reply even after the next (24th) "CPI(M) PARTY CONGRESS).

The decision as the 23rd Party Congress was heard in the CPI(M) General Body which explained the above explanation. The "party sense" of those who said without any hesitation is astounding. They dismissed the great Karl Marx's entire purpose in life even without remembering what is the intention of the party organization also. It should also be remembered that this is being said to those who have worked for a lifetime only as party members for a better social system. To say so only means that in future the CPI(M) will never accept the goal of Socialist India. Because humanity cannot go back to "armed revolution" which was relevant only to monarchy. Actually these words are from the book "Science and Art of Proletarian Politics" by Com.EMS. Not only that, EMS speaks of "the free growth of capitalist society." Incapability in grasping the ideas by those leaders during 1950s what Marx placed before the working class in general should not be a threat before Indian working class and the crores of poor people in general. So those who keeping dreams of a socialist society -- of a good social system -- need not hold such a dream?

usage as "PARLIAMENTARY DELUSIONS" means only that CPI(M) PB is not
yet convinced the fact that India became an Independent country after
1947, and at present India is "SOVEREIGN, SOCIALIST, SECULAR,
DEMOCRATIC REPUBLIC" is yet to recognized by CPI(M). And also the
people of India recognized SOCIALIST with 4/5 the majority in Indian
Parliament. These words show that the CPI(M) politburo has no
understanding of democracy. Such practices are used to isolate oneself
more and more from the people. And even the Soviet Union was a part of
history. The change in time phases is also necessary in socialist
commodity production. That would lead to more popularization of
socialism. Not being able to think about socialism in a democratic way
will create the impression among the people that socialism has been
abandoned forever. Because mankind cannot go back to the old monarchy
to revolutionize socialism. As the political power which was vested
only in the monarch in the monarchy has become vested in every citizen
in the democracy, there is no problem of armed revolution to seize the
power, which was impossible during MONARCH and in democracy, it is the

CPI(M) has no specific stand on who should rule India. The reasons for
the failure of the Party in over all India, the Central Committee of
the CPI(M) understood as giving full support to the economic policies
of the Congress and the BJP. No defects have been found in any of the
cases of complete elimination of public sectors, complete elimination of
appointments, complete elimination of job opportunities, complete
elimination of reservation. That means peoples should suffer
everything. Nothing like that happened even in the election campaigns
in Kerala. At least one crore job opportunities have been lost when
public sector industries and banks across India have completely
eliminated recruitment. It will affect at least one crore families
across India; It will indirectly affect one hundred crore Indian people.

darkness all over India. That is not a matter for the Central Committee
of the CPI(M). In any case, there is no danger in the free growth of
capitalist society. Without realizing the mistake, it cannot be
corrected. One can only understand that the Politburo and the Central
Committee are satisfied with the collapse of the Communist movement from
Bengal and Tripura to the whole of India. It can also be presumed
that most probably the decision of the next Party Congress will be that
there is no need for a Communist Party for capitalism. Those people
who don't understand anything can't understand people's reaction to such

in the party programme.

Those who say that all existing laws, customs and beliefs are created by themselves for the sake of exploitative class rule, do not understand its meaning. By not admitting the Party Program of SOCIALIST INDIA, means only not admitting that exploitative class rule exists and the entire theory of "CLASS STRUGGLE". And also the conclusions of Karl Marx's that all written history is the history of class struggles. The "class struggle" envisaged by Marx is not a struggle carried out by any political party with a red flag. If a strike is carried out with a red flag, it will not be a class strike because if the struggle is based on the conclusion that it is not the exploitative class rule, then how can it be a class struggle? Only when the target of "Socialist India" is accepted, the poor people can be taught that the poverty and hardships experienced in daily life are the result of the prevailing system of exploitation, it is the continuation of the long-standing monarchy and not God's destiny, and the economic system needs to be changed to democratic mode. "Monarchy" has almost disappeared from the face of the earth as a result of a long period of people's struggle. It also contains the history of struggles in almost every part of the world. In the early stages of democracy, only tax payers had the right to vote. When universal suffrage was implemented; as a part of modern democracy, every citizen has become politically independent. By know nothing and say that "the party has nowhere said that socialism can be established in a bourgeois parliamentary democracy" is to declare that it knows nothing about modern democracy.

Eliminating money and caste-religious influences in elections is part of the process of "BEING PEOPLES" democracy. For that to be possible, socialist ideas must be brought to the masses. That is why the slogan "Socialist Economy through People's Democracy" is put forward. The working class and the common people need to be taught that the various sectors of society are essential in the production of all essential commodities and therefore socialism is only social justice by ensuring that their life also free from poverty and hardships. All the food items needed by the society are produced by the farmers. But agriculture cannot be seen as "profit-oriented". Farmers and agricultural workers should have the necessary conditions to live decently. Agriculture is the basis of industrial sector. Agriculture and industry are complementary. Because it is the real proletariat that drives all sectors forward. In CAPITALISM, bourgeois want only profit, more and more and they are keen in reducing the wage of workers, making worthless farm products by various steps, and thereby committing suicide by farmers, etc. A socialist system is necessary to bring about a situation where all the people can live happily. The political power of all citizens in a democracy enables them to make the necessary decisions. The Narendra Modi-Hindutva regime of terror in India of "profit; maximum profit" by the big millionaires must give way. The communist movement in India, with a tradition of a hundred years of activity, can prepare the people for it.

What "democracy" really is something that not only Com.EMS but also many political leaders including the Maoists do not understood. Democracy is a social system that came into existence after monarchy. In the monarchy, the "political power" that was vested only in the king was transferred to every citizen. Democracy is not really about ruling with a majority in parliament or an elected body. Indeed, it is the criterion of who should rule in a democracy. But democracy means the rule of the people. 'of the people; by the people; for the people" is the way to implement "rule by the majority in the elected assembly". Otherwise the government will be defeated by the people in the next election. That is history. People allow political parties to rule on an experimental basis. The Indian National Congress is a political movement in India that has been abandoned by the people. Again Hindu communalists are also becoming like that. As the communist movements in India adopted the path of capitalism, the people also adopted that position with them. It is surprising fact that even from the experience of 74 years after 1950s, there can be no communist party in India without a socialist system. If the Communist leadership in India is not ready to change the party program any more, the Indian working class will come to the conclusion that it is a deliberate betrayal.

If the party does not accept the "Socialist India" programme, the exodus of left voters will continue. If working class politics is not adopted, there will be no ideological base. The same thing happened in Bengal and Tripura. Conceptual foundations cannot be formed by concession /amenities.
