452. "DOCUMENT" OF DEVELOPMENT"

 452. "DOCUMENT" OF DEVELOPMENT" discussed in the CPI(M) Kerala State Conference as part of 23rd PARTY CONGRESS.

(Actually, the narrow views reflecting in the "DOCUMENT OF DEVELOPMENT" that only a portion of peoples residing in a "STATE" of a FEDERAL COUNTRY need development while 99% of the remaining peoples suffering acute poverty and hardships are just injustice and lack of common sense of the leadership of the party. A "COMMUNIST PARTY" should have a general approach that all the citizens must be benefited its policy and actions especially it claims as admitting "MARXISM". But unfortunately, it is clarified that in India, it is considered that in each "STATE" CAN BE CONSIDERED AS "INDEPENDENT UNIT" AND EACH UNIT CAN DECIDE WHAT THEY WISHES. Here is also can see the ignorance about "INTER NATIONAL WORKERS UNITY" IS NOT ADMITTING EVEN IN A COUNTRY).

Actual foolishness of the "DOCUMENT" is that the "LEADERS" considering that through "CAPITALISM" each and every problems can be solved even in "STATE" level, neglecting the position of the "CENTRAL GOVERNMENT" which deadly against "WORKING CLASS POLITICS", always keen in preventing the amenities giving to the peoples, because such actions will prevent their chance of ruling in the "STATE". They had suffered for "34" years in Bengal, and the same should not repeat in Kerala also. And also there are even remote concept the ruling the country as a whole, which also stressing the ignorance of the basic fact of the FEDERAL NATURE of the Constitution and also about the ideology, MARXISM which do not mean to protect the peoples through CAPITALISM. The adamant stand in capitalism only disclosing the ignorance of the ideology in total with its scientific concept.

.The "DOCUMENT OF DEVELOPMENT" discussed in the CPI(M) Kerala State Conference is the clear position representing the "PARTY PROGRAMME", which totally neglecting the "FEDERAL NATURE" of India, and impossible to be implemented in the limited purview of "STATE" alone, as without admitting the Constitution of India, a "STATE GOVERNMENT" cannot go forward. And almost all "financial sources" vested with Central Government and no "STATE GOVERNMENTS" can go forward with the limited "STATE" sources and also BJP is curtailing the STATE RESOURCES as far as possible. Even though there had been continuous ruling for 34 years in Bengal proving that nothing can be done basically as the supreme power of the nation "INDIA" vested with Indian Parliament and Central Government and through the ruling of "STATE" can do only something to certain extent. So the Party Program should always with a view to rule the country as a whole, and with supreme authority by getting majority in Indian Parliament for SOCIALISM IN INDIAN MODEL.

If there was a target (party program) of socialist India, the communist party would have ruled India many years ago. The position of the Communist Party leadership is that such a target should not be accepted.

.The most important "defect" of the Party Programme is it haven't the view of "India" as a whole, and without such a view, a "development for 25 years" is basically foolishness. If the concept of "PARTY PROGRAM" is to establish SOCIALISM in India, decades back itself had been a fact in India. But even after complete elimination, CPI(M) is not ready to think in such a manner. The concept of the "DOCUMENT" is considering only about "Kerala" and its history and how "KERALA" can go forward without considering the actual fact that the "SUPREME" authority is "CENTRAL GOVERNMENT" governed by BJP OR INC. Both INC AND BJP had actually killed West Bengal and Tripura when ruling CPIM lead Governments by denying almost facilities for those Governments. At the time of the formation of the Constitution, income tax was envisaged for the Central Government and sales tax for the states. But the Narendra Modi administration also centralized the sales tax in the name of GST. Now Central GST and State GST are levied on all goods including cooking gas with additional burden on common people. Rs..56 is charged for one gas cylinder with both of them. Due to the extortion of the Narendra Modi regime, we have to pay Rs. 28 more per barrel of cooking gas. And in Kerala also, when BJP Government killing each and every PSUS including Railway, BSNL, and denying employment opportunities by dissolving even Recruitment Board of Banking sector, how Kerala can develop, as had in the past? BJP is keen in terminating each and every permanent employment facilities to youth in complete India as a whole, without considering the social and economical effects in social life including in Kerala. They already stopped the recruitment in Military also and planning to post even soldiers, only for 4 years, even though there are chances for losing their life also. When the postings are only for short period, and only on temporary basis, the benefit of employment facilities given to those who died in military action also will be denied.

As CPI(M) P B know nothing about MARXISM, they are considering CPI(M) is only a "PETTY BOURGEOIS POLITICAL PARTY". So they are ready to make coalition with any bourgeois or petty bourgeois parties for one or two seats and thereby they will surrender the ideology in total and help them in elections in all States. But as those bourgeois parties knew actually the ideology "MARXISM" will never allow their anti social activities and they will never vote CPI(M) or left political parties. This is happening in Bengal; Tripura and each and every states in India. Unfortunately, as CPIM PB MEMBERS ARE ONLY INTERNATIONAL FOOLS, THEY WILL NEVER CONVINCE IT. According to THEM, they have "no enmity to anybody" (Not admitting "CLASS CONTRADICTIONS, CLASS STRUGGLE THEORY, OR CLASS LESS SOCIETY). But Including Indian National Congress, bourgeois or petty bourgeois parties will never VOTE CPI(M) anywhere in India. But if CPI(M) PB admitting SOCIALIST INDIA as PARTY PROGRAMME, it will conquer India as a whole, within a few years. "MARXISM" is enough for it; only need freedom to work it in political field; except "PROMOTING CAPITALISM".

As long as a "party programme" without the basic knowledge of what is Marxism; What is the Indian Constitution; What is democracy; what is the "FEDERAL SYSTEM OF INDIA"; what is capitalism; what is socialism; and with firm decision that it should never be changed by any cause, there will only be time-wasting documents like this in the future also.

. .Without changing CPI(M) Party Programme, the said "DOCUMENT" also will be only a "DOCUMENT" for ever. It is not considering "CLASS STRUGGLE THEORY" due to the stand "TO PROMOTE CAPITALISM", and it is not considering BJP OR INC as CLASS ENEMY, even though their stand is "WILL NEVER ALLOW A RED FLAG IN INDIA" and using all ugly and utter baseless allegations against CM Pinarai Vijayan, but in return, Party keeping soft and without touching their corruption and killing PSUS, etc. It had followed in 2019 GE TO PARLIAMENT AND WILL REPEAT THE SAME STAND IN 2024 ELECTION ALSO, AND THE RESULT WILL BE "ZERO" IN KERALA ALSO.

. .BJP are far away from common sense, and they can't understand where will be the country will go in future. By denying permanent employment to everybody, (both FORWARD AND BACKWARD) youth those waiting for marriage life only after getting permanent employment, have to end their life without marriage life. And also, the society as a whole going only based on those getting permanent employment and through their permanent moderate income. When anybody getting "married" and when starting to make house building, or to buy a car, those will be carrying through almost all sectors of the society which are considered as "non permanent" income holders, and skilled and unskilled workers, will also be in "struck" position. And also, as CPIM can't change its "PARTY PROGRAMME" in any way, the ruling of India will be under BJP for ever, and even in the "DOCUMENT" also the concept only a "STATE" alone ruling just like old KINGS' period, like "THIRUVITHAMKOOR" or "KOCHI" and nobody worried the poor position of the party, CPIM over all in India. It is only due to the poor vision of Com.EMS, and also only following others also including all other STATES. It is impossible to think a ruling in Kerala alone, apart from the country, INDIA, but party should change its "PROGRAMME" and narrow views holding at present. All other "STATES" also only with the same views, each state, each policy.

. .The "DOCUMENT" is stern in the words of Com. EMS and he couldn't understood the difference of ruling in Central Government and in any "STATE GOVERNMENT" as he stated in the book "WORKING CLASS POLITICS, SCIENCE AND ART" (Malayalam book, Page 53). When comparing the ruling of Kerala, as Com.EMS as CM), in 1957 and in 1967, both ruling in Kerala could not complete the "five years term", he said that in future also, if getting ruling again, will also only for short period, and so "SOCIALISM, EVEN SOCIAL CHANGES ARE IMPOSSIBLE THROUGH PARLIAMENTARY METHOD". He had stressed two things in his statement that 1. Through "PARLIAMENTARY METHOD", socialism is impossible and 2. If getting continuous ruling in any "STATE GOVERNMENT", "SOCIALISM IS POSSIBLE". The meaning of his words is that there are no scope for an "EXPLOITATION FREE SOCIAL SYSTEM", SOCIALISM in future. His words only stressing his ignorance about "DEMOCRACY" and in democracy, the powers are vested with the "PEOPLES", and peoples can decide what they want. But during the KINGS' regime, only armed revolution was possible to get rid of the clutches of the KING. It is sorry to state that the Comrade who narrated the "DOCUMENT" had stated that we have no concept to establish "SOCIALISM" through "PARLIAMENTARY METHOD" - and its meaning that there are no chance to amend the Party PROGRAMME, and also we will never admit the target of SOCIALISM, as humanity can't go to history again to conduct "ARMED REVOLUTION" as it necessitates only in MONARCHY. Ignorance of even what is "DEMOCRACY" is also expressing in his words. Actually the meaning of "DEMOCRACY" is "OF THE PEOPLES, BY THE PEOPLES, FOR THE PEOPLES". The adamant stand to promote CAPITALISM and ANTI SOCIALIST AND ANTI MARXIST stand is keeping almost comrades as MARXISM is only intended to establish an 'EXPLOITATION FREE SOCIAL SYSTEM".

. .The most important point anybody can guess from the "DOCUMENT" OF DEVELOPMENT" is only that the concept to "PROMOTE CAPITALISM" following since 1950s as deviating from actual "PARTY SENSE" will continue for ever. As long as a "party program" without the basic knowledge of what is Marxism; What is the Indian Constitution; What is democracy; what is the "FEDERAL SYSTEM OF INDIA"; what is capitalism; what is socialism; and with firm decision that it should never be changed by any cause, there will only be time-wasting documents like this in the future also.

It was the political decision of INDIANS that India would be a "SOCIALIST COUNTRY" with a four-fifths majority in Parliament and became part of the Indian CONSTITUTION itself. It is only the Communist Party (Marxist) in India that can carry out the decision of the Indian people as a political task and preserve the Indian CONSTITUTION AND INDIAN DEMOCRACY. The task of the Communist Party (Marxist) in this era is to assume and implement that responsibility. As long as CPI(M) PB following the way as "free development of capitalism" implemented in Bengal is meant to be implemented all over India, and the experience of Bengal convinced. It was extended to Tripura and the experience proved convincing everybody. But CPI(M) Polit Bureau is not ready to change its stance till become ZERO RED FLAG in India. CPI(M) has got an opportunity in India which is not available in any other country. CPI(M) must carry out that responsibility.
