135. WHILE ADMITTING "SOCIALIST ECONOMY & PEOPLES DEMOCRACY"; IN INDIA. // If
someone does not understand "what is democracy" is not the fault of
DEMOCRACY. After the general elections to the Indian Parliament in 2024,
the Hindutvas are actually ruling India without the proper majority
support of the people. Government in democracy without adequate popular
support is a betrayal of the people like those who accept Marxism
promote capitalist exploitation. People will be helpless if people of
good character do not emerge as candidates in democracy. People are
helpless when the Communist parties do not field candidates in the vast
majority of assembly seats and parliamentary seats in India or take a
stance of helping the totally tainted. Exploiting the helpless condition
of the people sometimes rule for some time. If that too is beyond a
limit, the people will have to come together to protect democracy. The
armed revolutions of the past could not have provided the political
powers available to every citizen in democracy. That is what happened in
Sri Lanka and Bangladesh. Democracy came into existence as a result of
long sacrifices of the people. Therefore people will make any sacrifice
to protect it. That is what the people of India are moving towards. The
Hindutvas are ruling India by completely denying the Indian
Constitution, which has come into existence with huge popular support.
//CPI(M) PARTY PROGRAM SHOULD BE CHANGED.

In
all over the world, Communist parties can work only according to the
prevailing political conditions in any country. Even though the
Communist Party had been working in India for a hundred years, the
situation in India is not the same as it was hundred years ago. The
Constitution of India itself was amended in 1976, and the Indian
Government is currently a "sovereign; socialist; secular democratic
republic". According to it now any Indian citizen is also a person with
political power. During 1920-25 the political sovereignty of India
vested with the British Queen.

In
November 2024, while the CPI(M) Polit Bureau published the "Draft
Political Resolution" at a press conference saying that there are no
change in stance. It means that it will continue its alliance with the
Indian National Congress since 2016 to fight against the BJP. It means
that 2019 and 2024 will continue to fail. The aim of the Indian National
Congress is not to end Hindutva rule in India; but that working class
politics should disappear in India. Not only that, it will continue to
promote capitalism since the 1950s. It means "NO CLASS ENEMIES". It
means that the theory of "class struggle" is not accepted. Does not
accept Marxism. It means that "class conflicts are not accepted". It
means that the supporting "slave owner" will continue while in the
conflicts of interest between the old slave and the slave owner. That
means that the bourgeois and their capitalism will be promoted and
protected as their new generation of old slave owners and their
political leaders in the name of "Indian National Congress". In 1964,
there were EMS , AKG etc. 32 people who left the old CPI National
Council, it can be now understood that there are no people who have
differences of opinion. A very large majority in the old CPI National
Council has proved that absolute majority does not always mean right.
The course of things makes it clear that no matter how things are
explained, nothing will reach up to the decision makers. It is not
without their conviction that the Communist Party will disappear in
India from experience; things prove that their goal is the same. And
also the Constitution of India with its Federal Nature will not admit
and the "UNIT" system of the present Party Program will continue
neglecting the Internationalism of WORKING CLASS POLITICS.

The
Indian Working Class obliged to accept the political
objective articulated in Karl Marx's "Communist Manifesto". "Without
liberating the community forever from all forms of exploitation and
oppression, class differences and class struggles, for the oppressed
class from the clutches of the exploiting and oppressing class - the
bourgeoisie; the working class - cannot be saved". When "Socialist
Economy; Through People's Democracy" is adopted as the "PARTY PROGRAM"
the Indian Working Class or the THE INDIAN COMMUNIST MOVEMENT is
accepting the message of the Communist Manifesto itself that the
"GOVERNMENT" should be of the WORKING CLASS, which is a substitute for
the oppression of the exploiting classes. We can see the dignity of Dr B R AMBEDKKAR;
who was the real architect of the Indian Constitution; actually
represented Indian working class. Article 14 of Indian Constitution insists "equality" among CITIZENS
which only those who admits MARXISM can implement and the failure
happened in the part of Indian National Congress was actually bourgeois
not admitting MARXISM

"Socialist
economy; through People's Democracy" must be accepted as the CPI(M)
Party Program. Thus accepting so, Party is accepting the target that the
"GOVERNMENT" which is the instrument of oppression of the exploiting
classes should belong to the working class. Actually,
"PEOPLES DEMOCRACY" means actual democracy in its true spirit.
That is "OF THE PEOPLE, BY THE PEOPLE, FOR THE PEOPLE" in its
every aspects. Nobody can give meaning of actual democracy as to
promote CAPITALISM, as capitalism is only dominance of money over
humanity in total.
Section
14 of the Indian Constitution provides for "equality" among citizens.
That in turn can only be implemented by those who accept Marxism.
Marxism is simply a philosophy of humanity. It is based on the fact that
working people also have the right to live with dignity. We can see the
greatness of Dr BR Ambedkar in that Article itself. Actually the reason
why this section is in the Constitution is because Dr BR Ambedkar
represented the working class of India. The Indian working class
movement recognizes the heart of the Indian people as it recognizes the
greatness of Dr. BR Ambedkar who was honored with the "Bharat Ratna" by
the Nehru administration. The
defeat on the part of the Indian National Congress was that it was
actually a bourgeois political party that did not accept Marxism.

A
mere "pin" is enough to counter the imperialist-reactionary forces who
are adamant that under no circumstances will the socialist system be
allowed on the face of the earth.

India
is a country with democratic system and a Constitution which recognized
"SOCIALISM" also. If the "party program" of "Establishing Socialism" in
India is accepted, a mere "ball-pin" is enough to counter the
imperialist-reactionary forces who are adamant that under no
circumstances will the socialist
system be allowed on the face of the earth. Because those who stand
against socialism now are not against socialist ideas. 99% of those who
stand against us will come with us if they are convinced the justice of
socialism. None of them will come close if they are convinced that we
have a needle in our hands. But the current situation is to run away at
the slightest chance even party comrade also. That was what happened in
Tripura in 2021 when less than a hundred BJP workers attacked the
Tripura CPI(M) State Committee office with their flag and set the office
on fire. No one was there. Among the party comrades there will be those
who take the position that the CPI(M) does not need to exist to promote
capitalism. But maybe we will get a chance to understand directly how
things will change if the party program is socialist India. In such
cases and in today's Indian situation, it is said that we only need a
needle in our hand. But if the situation arises, one should have the
mental condition to use the needle at least.

But
it will be very difficult to create in the Communist movement in India
the mental condition that even a bare needle will be used if necessary.
Because since the 1950s and in the last 74 years it has been promoting
capitalism. A political party, the Communist Party like all other
parties. There is no particular goal to reach except "free development
of capitalism. Beg to bourgeois political parties for one seat or two.
But even they give; they will defeat certainly in any way. But all other
seats, "COMMUNIST LEADERS" will render all support for their each and
every anti-social activities. The party leadership had no idea what
socialism is or that it is needed in India. It was to stand against
socialism and justify capitalism. There is no issue of class enemies. No
matter how the opponents attack, they will not be seen as attacks on
proletarian politics. Opponents use the political strategy of tarnishing
their enemies" image in democracy. They will use any lie for that
purpose. They have very extensive facilities for that. Their newspapers
are only one of them. But the Communist Party leaders will not use any
of the actual facts as a counter attack. Even though all of them are
true and should not be accepted by public figures for a reason, but none
of them will be used to make trouble for opponents. The utter failure
in elections will be net result. The point is to understand that those
change such conditions all over India. The point is to understand that
those who take positions against socialism are class enemies or stand up
for them. It should always remember that those are in the side of
MARXISM AND SOCIALISM, the enemies of SOCIALISM and their supporters
will take all steps to defeat working class politics in every occasions.
In India, in such a stage, the fight against CAPITALISM and BOURGEOIS
will be too hard, even using silly pin itself.

According
to Karl Marx, "Class Contradictions" were started from the beginning of
"slavery system" and "private property system". And Marx insisted in
the Communist Manifesto itself that "only demolishing the economic
supremacy of bourgeois, working class can escape from the chain of
exploitation". Karl Marx could understood the contradictions in the
interests between the slave and the master and between the worker and
the employer. Actually, the primary cause of formation of "GOVERNMENT"
(Administrative structure) were the contradictions and the then
exploiters found that legal and established rules were also necessary
for maintaining slavery system. As the cause of exploitation is to make
profit more and more; the exploitation will be at the maximum; and Karl
Marx found that only when the economic supremacy of bourgeois
continuing, working class can't escape from the exploitation.

tasks vested upon the Indian working class cannot be fulfilled unless
the objective of "socialist economy; through people's democracy"
admitted and presented before Indian people and the working class gains
considerable majority in the Indian Parliament. For that, the working
class and citizen in total have general awarement about the justice of
MARXISM and in democracy, it has every convenience than the old
monarchy. It is just simple that those working in each and every field,
workers, farmers and the common people in total also have right to live
in dignity. As the custom now existing following thousands of years
through monarchy, it had been denied. The assets of the country such as
land and natural resources are enjoying the elite groups being the part
of history through monarchy, which also actually owned the citizen as
natural justice of democracy. The peculiarity of democracy is that all
citizens have the opportunity to express their political opinion through
their "right to vote". No one gets such opportunities during the
monarchy. Hence the "street riots" of old are irrelevant in democracy.

to the CONSTITUTION OF INDIA, INDIA is a country as SOVEREIGN,
SOCIALIST, SECULAR, DEMOCRATIC REPUBLIC as per the 42nd Amendment in
1976, . Even though the amendment "SOCIALIST" incorporated in the
Constitution through Indian National Congress, the amendment accorded
with the majority of 4/5th of the Members of Indian Parliament which
certainly the wishes of Indian Citizen. Actually we know that "Indian
National Congress" only representing Indian bourgeois and land lords,
which could not implement the content of "SOCIALIST", we cannot decline
the interest of Indian CITIZEN as 90% of Indian population suffering
acute poverty and hardships. The prosperity of the people or the
development of the country will never be the subject of the bourgeois
politician as it is assumed by the common people. "Politics" are only
sectors for making money and luxury--comfortable life. That is why the
Indian National Congress, which ruled Uttar Pradesh for a long time,
could not win a single seat in the 2022 Uttar Pradesh Assembly elections
despite contesting in all 403 constituencies.

COMMUNIST MOVEMENT OF INDIA representing Indian working class and the
general population as a whole, it has the responsibility to fulfill the
desire and interest of Indian Citizen, I request the Communist Party of
India (Marxist) Central Committee and the leaders of Communist Party of
India (CPI) leaders to take up the matter and implement the content of
SOCIALIST INDIA. I request the CPI(M) leaders to take up the matter in
the next 24th Party Congress, and take all steps to implement
accordingly. The distinctive feature of the socialist system recognized
by Marxism is that the state is responsible for eliminating poverty and
suffering from the lives of all sections of the society, such as the
working class, the peasants, and so on. Scientific perspectives are
essential in social life. In order to lead the society towards that, the
social outlook accepted by Marxism needs to be brought to the common
people. Article 51A (h) of the Constitution of India enshrines
scientific perspective as a fundamental duty of the citizen and is a
Marxist view. In CAPITALISM, bourgeois political parties are not ready
to take up such responsibilities and they are keen to put the people in
all kind of blind believes.

As
the structure of India is a "FEDERAL NATURE", and according to the
Indian Constitution, the sovereignty of India is vested in the
Parliament of India and the Central Government with majority in the
Parliament. The ruling in "STATES", if not approved by the Parliament
and the Central Government cannot be implemented in the states.
Political powers are divided into three categories: Central Government
only, States only, Central Government and State Governments (Concurrent
list). Due to the ignorance of this fact, caused the draw back in Bengal
and Tripura even though ruled there in considerable period. So, it must
be confirmed that only when getting majority in Indian Parliament, the
Communist Party can do considerable steps according to Marxian ideology.
If the Communist Party is working with the target of SOCIALIST INDIA
through MARXIST IDEOLOGY, this target can be implemented without more
time. Socialism is possible only in a country with economic sovereignty.
The basic aim should be to protect the interests of the real citizens
of India who vote as the basis of democracy is "of the people; by the
people; for the people". The position adopted by
bourgeois--petty-bourgeois political parties for the capitalist system
is "to protect the interests of those who have wealth and to take their
"share" of wealth from them and become rich." Four-fifths of the people
of India have decided that India should be a socialist country by
registering their precious right to vote and it has become part of the
very structure of Indian government. The fact that they voted for the
Indian National Congress and the Congress did not implement it does not
extinguish the people's desire for socialism. There are still people in
India who voted for Congress for socialism. If the Communist Movement of
India, which has a hundred years of revolutionary tradition, takes up
the responsibility of carrying it out and is ready to get a mandate for
it, the people will hand over that task to the Communist Movement. It is
just that the current "promoting capitalism" position must be
abandoned. Only through this can the now accepted goal of "people's
democracy" be reached. (In capitalism, only the totalitarianism of money
or wealth is viable).

When
admitting "Socialist India"; People can be taught what socialism is in
every state. when they accept the goal of "through people's democracy"
people can be taught what "real democracy" is. There are no meaning as
"CAPITALISM" for the word "democracy". But according to bourgeois, they
are giving the name "democracy" for their ANTI SOCIAL ACTIVITIES, what
they want to do secretly, bribery; cheating the people, and spoiling
thye entire politics. Their top selfishness carry them to do anything.
Let's teach what spiritual domination and spiritual slavery are used to
exploit people in the capitalist system. The important fact is that the
working class can be taught on the basis of the "surplus value theory"
what exploitation the working class experiences. We cannot say that from
the point of view of promoting capitalism. The wealth enjoyed by the
exploiting classes is not given to them by God; only acquiring through
various forms of exploitation. The purpose of Materialism is to say that
it is made by exploitation. A long way to go to reach the goal of the
kind of "socialist system" that everyone wants. But the goal should
always be clear. Is the current state the goal of capitalism? no. Is it
socialism? no. The disadvantages of capitalism or the advantages of
socialism cannot be said. Movement without a goal; stands at the very
beginning stage of 1950s.

"MODERN
PARLIAMENTARY DEMOCRACY" must be compared to the ancient "KINGS'
REGIME" where no "POLITICAL FREEDOM" to anybody and everybody had been
considered only as dependent of the KING, and the "KING'S authority were
considered as "established by the "GOD" and the authority of the "KING"
were considered as permanent. When anybody misleading DEMOCRACY through
their money, religion, etc. cannot be a reason to blame "democracy" as
those are actually not the default of democracy, only misleading and
cheating the general public. And also "VOTERS" not guaranteeing to
anybody that they will vote anybody for ever and the vote will depend
the actions those elected, that is the merit of democracy. The
"democracy" prevailing all over the world after 20th centuary providing
some thing other than what was existed at the period of Karl Marx. Its
main features are each citizens having "POLITICAL FREEDOM"; which was
impossible during the period of actual KINGS' regime. Every citizens
having the right to become a candidate to any post and also they can
nominate anybody to any post as candidate to be elected. And also they
have right to form POLITICAL ORGANISATIONS, and can decide who must rule
them, and they can "VOTE" them as expressing their "OPINION" as their
decision to rule. The most important aspect of democracy is that the
VOTE is secret which will protect the VOTER and which will give him self
confidence also to take suitable selections. These facilities are the
main features of democracy, which were unimaginable during
pre-democratic period (KINGS' REGIME).

Exactly,
"MODERN PARLIAMENTARY" democracy have some effect of the birth and the
growth of old "USSR" and situations were changed all over the world
after 2nd WORLD WAR. To defeat Germany, about 1.5 Crores men of old USSR
had lost their life and their victory was very hard which was actually
the power of MARXISM, and if USSR had failed, the victory of NAZI/FACIST
forces had been prevented even the present Modern Parliamentary
democracy. When "CHINA" also in the field of "SOCIALISM", about 2/3rd
portion of world population became socialist, which also have some good
effect in MODERN PARLIAMENTARY DEMOCRACY. A very good effect of
"democracy" is freedom of opinion/media which give right of information,
which enables COMMUNIST MOVEMENTS have right to teach about MARXISM AND
SOCIALISM IN WORKING CLASS AND COMMON PEOPLES; and if the victory of
2nd world war with NAZI/FASCIST FORCES; these benefits will certainly
denied. (Unfortunately, then "COMMUNISTS" decided to promote CAPITALISM
OR EXPLOITATION AS "MARXISM).

word 'people's democracy' means the rule of the people. Democracy is
the system of government that followed the monarchy. In capitalism, only
"capital" (money) will decide the nature of politics. Those who do not
know anything about democracy have no understanding of the facilities to
teach the people and that those who are once elected are nothing if
they are not re-elected. The word democracy itself has its meaning.
Dominion of the people. To make it not so, the exploiting classes are
trying to dominate money and many other things like Communalism,
corruption, etc. It is the responsibility of establishing "democracy"
through people's democracy to eliminate the domination of money and
caste-religious forces and to establish "democracy" as a system to
protect the interests of the working people. And that is possible only
with socialism. Encouraging "capitalism" means making democracy
dominated by money. That is what is being done now. There is no
guarantee that those who vote once will vote again. It is a fact that no
"VOTER" is guaranteeing to any political party that they will repeat
their vote for ever to political parties. That is the merit of democracy
that they can remove them from power, after the prescribed period over,
if their actions are against the public interest.

old Soviet Union itself was the result of World War I and the great
Lenin and how the philosophy of Marxism works with socialism. World War I
was from 1914 to 1919. The "October Revolution" takes place in 1917,
when the Tsarist Russian army was at war with Germany. After the war,
the T"zar's army returned and waged a four-year "counter-revolution"
under the leadership of "Kolchak" against the Soviet Union, but the
Soviet Union was victorious in the end. The history of "RED ARMY''s
victory of the four-year counter-revolutionary subversive struggle
proves that if the proletariat adopts the philosophy of "Marxism" along
with socialism, it cannot be defeated by any force. But two and a half
crore people died there. Yet the fact that the Soviet Union does not
exist today proves that socialism can only survive with the full
cooperation of the people. A modern parliamentary democracy is the most
effective for the success of socialism.

long period even the old slavery period. And the "ADMINISTRATIVE

allowed in any way. In the old slavery system, the fact that no human
rights were granted to the slave was just the beginning and such laws
are now called as "CAPITALISM". The fact that no human rights were

The enmity to public sector wealth is only a tactics to avoid actual
working class, those "SHUDRAS", and thus to return the old slavery

PHASED, WITH VARIOUS FORMS OF OWNERSHIP" IS ONLY "MIXED ECONOMY" OF
INDIAN NATIONAL CONGRESS, AND THEY ARE ALSO WITH CAPITALISM. Along with
this, the economic policy of "Promoting Indian Capitalism" since 1950s
should be stopped.
Actually happened the incapability to understand what is MARXISM, and for what purpose, it was introduced.

guarantee that those who vote once will vote again. That is what is
happening to the Indian National Congress in India. BJP's current
success will not be permanent either. But if the Communist Movement
always stands only for "capitalism", the people will be helpless. They
can only decide not to vote for the Communist Party either. The
Communist Party's tacit approval of privatization of all public sector
enterprises in India is aimed only at advanced capitalism. It will never
lead to socialism. Nor is that the path of Marxism. "PUBLIC SECTOR" is
also the part of SOCIALISM and also the base of exploitation free social
system. The Communist Party has now adopted the position that the
entire country is subservient to corporates in India and abroad. Along
with that, the Communist Party's position is that whatever happens to
more than one hundred and forty crore people, it does not matter to
them.

Social
justice and scientific truths in socialism will be accepted by all who
have education and common sense. When the target of socialism was
existed, like the EMS, all caste-religion groups, regardless of whether
they were Brahmins or non-Brahmins, joined the Communist movement till
the 1950s. But when the target of SOCIALISM abandoned, nobody became the
part of COMMUNIST MOVEMENT, even the sectors of actual working class.

the name of "People's Democratic Republic of China" has adopted only
the term "people's democracy" to accompany socialism in China and in
India while deciding to promote the old slavery system. I don't think it
was purposely, only misunderstanding the meaning "peoples". Time is
proving that it is impractical in a capitalist system. They did not
understand that the class struggle is between the bourgeoisie and the
working class. Did not understand that between the exploiters and the
exploited. Otherwise the "view" of promoting capitalism would not have
been adopted. They also did not understand that all existing laws,
customs and beliefs were created by them for the exploitation class
rule. The "gods" who are a part of it are their only protectors. This
fact can only be realized if the historical truth that human history
begins with the Paleolithic is realized.

capitalism grows, it becomes "Empire". The English East India Company
grew and gave Britain the "sun never sets" British Empire. Capitalism
can never be the "PROGRAM" of a communist party. Karl Marx assessed
capitalism in terms of the English East India Company. No one understood
that, including EMS. But Lenin did not wait for Russia to become
advanced capitalism because Lenin understood it. The only revolutionary
path that working class movements in India can take is "socialist
economy - through people's democracy". That in turn should be accepted
as a goal to be achieved. Only then will the movement have a goal to
point to. Only then will the movement be based on the philosophy of true
Marxism-Leninism.

the adoption of private participation in socialist commodity production
will create the conditions for innovation and invention to continue in
